Re: Change to VCCS Policy Effective 7/1/19

Please see the attached Enterprise Printer Cartridge Acquisition Policy, effective 7/1/19. It is the policy of VCCS to use new(also termed “original,” “Original Equipment Manufacturer” or “OEM”) ink and toner cartridges. VCCS has determined that it is in our best interest to specify OEM ink and toner cartridges, because they have consistently produced higher yield and better quality than remanufactured ink and toner cartridges. Furthermore, VCCS is less likely to experience printer malfunctions.

This change allows us to avoid the requirement for a waiver for new cartridge purchases; however, if the agency chooses to purchase remanufactured cartridges a waiver is still required if the purchase is not from VCE.
