Re: Payroll Processes for New Special Pay Code for Public Health Emergency Leave (PHEL)
In response to the attached Department of Accounts Payroll Bulletin 2020-04, the Shared Services Center Payroll Department has escalated and is actively working with the System Office to establish proper procedures. At this time, programming and testing in HRMS are required so a solution cannot be implemented for the current pay period. The System Office will be updating AIS/Cardinal programming to utilize the new pay code for a future pay period. We will keep you informed as we progress.
Until then, we suggest referencing the attached SSC TLAM communication distributed on March 13, 2020, on how to handle the recording of PHEL for both wage employees and full-time employees in HRMS. Please note the example in the communication is for a wage employee who uses the punch timesheet. Comments can also be entered for elapsed timesheets.
It is the responsibility of each agency to determine eligibility for their employees and to track the PHEL hours for compliance purposes. The SSC Payroll department will process what is submitted or interfaced
