Re: Turn-around Time and Pass-through fees
As previously communicated, Applicant Insight was selected as the VCCS background vendor based on the need to have improved service and turnaround time across our VCCS footprint. The transition to one vendor, standardizes the background check ordering process and provides packages for all VCCS agencies to ensure compliance with hiring practices, and deliver overall cost savings through operational efficiencies. As many agencies move forward with ordering background and drug testing through Applicant Insight, inquiries regarding services, turnaround times, and pass-through fees have risen. In addition to the attached FAQ reference, Applicant Insight has provided the following:
Turn-around times: Although multiple reasons would impact the turnaround time of public records, Applicant Insight has noted that due to the COVID pandemic, there have been additional delays with some courts due to process changes and/or staffing. Applicant Insight has implemented additional processes within their customer service department to identify and communicate any noted delays.
Pass-through fees: Pass-through fees are service fees from state/county court systems and 3rd party vendors. These fees are unavoidable, and many background companies increase the fee/s before passing on to their customers. Applicant Insight passes the fees directly on to VCCS with no markup. For employment and education verification, Applicant Insight attempts to obtain the verification directly but 85% of verifications go through a 3rd party vendor such as The Work Number or The National Student Clearing House/Degree Verify. To assist with cost concerns, Applicant Insight has suggested VCCS consider the following:
Option 1: VCCS order verification serviced in conjunction with a package, accepting all third-party fees associated with employment or education verifications.
Option 2: Applicant Insight will separate verification services ordered with a package so the criminal searches may complete processing. Notify the requestor of the potential fee for approval before moving forward with processing.
* Note: Pros of Option 2: Reduce/control unknown costs associated with third-party fees.
Cons of Option 2: Criminal will complete while the verification (education or employment) may experience delays. Overall candidate turnaround time experience may be affected along with contingency hiring concerns. Assume 85% of the verifications will have to go through a 3rd party.
Applicant Insight can update each VCCS account to reflect and follow one of these options, but we would prefer to standardize this process. It is important to receive your feedback on preference.
