Dear Colleges,
Welcome to the February 2026 edition of the VCCS Procurement Scorecard.
We are pleased to share that our new mandatory PCard training has gotten off to a fantastic start in January! Nearly half of our VCCS cardholders, approvers, and PCard administrators have already completed their training – great work, team!
Please note: All PCard cardholders, approvers, and administrators are required to complete the PCard training. A communication regarding the two remaining sessions was sent out on Monday, February 2 from SSC Communications. If you are PCard cardholder, approver, or administrator and need to enroll in a session but did not receive the communication, please contact SSC Customer Engagement at 877-340-5577 or help@ssc.vccs.edu.
The results for this month’s edition of our Scorecard are detailed below for the following areas that require our collective efforts to meet the Commonwealth of Virginia’s standards:
- Confirming Orders
- PCard Non-Compliance
- SWaM Performance
- eVA Dashboard Certification
VCCS Procurement Scorecard:
1. Confirming Orders for December: 9.94%; Goal is 5% or less
2. PCard Compliance as of November: 18.74%; Goal is 15% or less
3. SWaM Performance (Fiscal Year to Date 2026): 38.67%; Goal is 42% or more
4. eVA Dashboard as of November: 1 (goal met!)

Great job reducing Confirming Orders under 10% to 9.94%! Below are the Gold, Silver, and Bronze awards for Colleges who have achieved great results in minimizing their use of Confirming Orders over the most recent three-month period (November ’25 – January ’26). Congratulations to the regular Gold recipients!

2. PCard Non-Compliance:
Current: 18.74%; Goal is 15% or less
Like the recent record low temperatures around the Commonwealth, we achieved a record low PCard Non-Compliance percentage in December at 18.74%. A look back at December 2024 shows our percentage of non-compliance at 56%.
Please join us in celebrating this incredible year-over-year improvement of a 37% reduction!
Please note: All sub-agencies have switched their PCard program to Online Reconciliation (OLR) through Bank of America Works. Remember to complete either the eVA Purchase Order (PO) field (GL08) or the eVA Exemption field (GL10) for every transaction during allocation.
The two most frequent findings for non-compliance were:
- ‘No Evidence of a single quote’ (36%)
- ‘Non-SWaM purchase without evidence of SWaM search or justification’ (32%)
REMINDER: The new mandatory training that is ongoing is designed to address these findings, so be sure that all PCard cardholders, approvers, and administrators attend a session!

Our year-to-date SWaM performance was 38.67% in December.
SHOUT OUT to the following VCCS sub-agencies for achieving YTD SWaM performance of 42% or above: BCC, BRCC, CVCC, GCC, JRSCC, LRCC, MGCC, NRCC, PDCCC, VHCC, VWCC, and WCC.
Please note:
- Commonwealth agencies are measured on a Fiscal Year basis (July 1 – June 30).
- Reporting is done with a one-month lag.
- The SWaM percentage, as well as your respective College SWaM percentage, is reflective of all adjustments and/or subcontractor spend entered into the Expenditure Dashboard for the Fiscal Year.
4. eVA Dashboard Certification:
Current: 1 = Compliant; Goal: 1
