Dear Colleges,
The Department of General Services, Division of Purchases and Supply (DPS) conducted a Procurement Management Review (PMR) of the VCCS’ Procure-to-Pay process in the second half of 2025. This review was a deep dive into our end-to-end procure-to-pay process.
DPS’ assessment of our PCard compliance found a 55% non-compliance rate for the procurement requirements of VCCS PCard transactions. DPS requested that we make improvements to bring our compliance up to acceptable levels. The target is no more than 15% non-compliance (85%+ compliant).
Based on our Level II aspirations, we are beginning our journey to meet DPS’ two improvement requirements:
- Implement mandatory procurement compliance training for PCards and
- Implement an escalation plan for compliance violations.
The first session for the NEW ANNUAL MANDATORY Training for ALL cardholders, PCard approvers, and PCard administrators is TODAY!

Training is mandatory for PCard cardholders, approvers, and administrators. You must attend a training session to receive your completion certificate.
