Dear Colleges,
Welcome to the April 2026 edition of the VCCS Procurement Scorecard.
Congratulations on the following great work in March:
- The new annual procurement PCard training is 100% complete for 2026 – All 605 cardholders, approvers and admins have completed their training – WAY TO GO!
- The new PCard Escalation plan is now effective.
- Confirming Orders hit another new record low at 7.20%!
A little work is needed to improve our PCard Compliance and our SWaM achievement.
VCCS Procurement Scorecard:
1. Confirming Orders for March: 7.20%; Goal is 5% or less
2. PCard Compliance as of February: 42%; Goal is 15% or less
3. SWaM Performance (Fiscal Year to Date 2026): 38.19%; Goal is 42% or more
4. Dashboard as of February: 1 (goal met!)

Congratulations again on fully completing the new annual mandatory procurement PCard training for 2026!
Now that we are all trained on proper procurement compliance while using our PCard, let’s begin focusing on bringing down our instances of non-compliance. Please watch for assessment feedback emails that contain information to help you with your compliance.
PCard non-compliance rose from 35% in January to 42% in February. The top non-compliances found during the monthly assessments were:
- ‘No Evidence of a Single Quote’ (62% non-compliant)
- ‘Non-SWaM purchase without evidence of SWaM search or justification’ (27% non-compliant)
Please find the Gold, Silver and Bronze medals below, which are based on a running three month average of each college’s non-compliance findings ratio.

(3) SWaM Performance:
Current: 38.19%; Goal is 42% or more
We have been struggling a bit this year to hit our SWaM goal. Again in March we lost a little more ground, closing the month at *38.19%. As we enter the last quarter of this Fiscal Year, let’s focus our efforts on greater SWaM sourcing wherever possible.
SHOUT OUT to the following nine subagencies for achieving YTD SWaM performance of 42% or above!:
BCC, BRCC, CVCC, JSRCC, MGCC, LRCC, PDCCC, VWCC, and WCC
Please note:
- Commonwealth agencies are measured on a Fiscal Year basis (July 1 – June 30).
- Reporting is done with a one-month lag.
- This *number, as well as your respective College SWaM percentage, is reflective of all adjustments and/or subcontractor spend entered into the Expenditure Dashboard for the Fiscal Year.
