Dear Colleges,
Welcome to the March 2026 edition of the VCCS Procurement Scorecard.
Congratulations on your progress on completing PCard training. As of today, 98% of all cardholders, approvers, and administrators have completed their training!
And, 17 Colleges, and System Office have all reached 100% trained – Great Job!
The results for this month’s edition of our Scorecard are detailed below for the following areas that require our collective efforts to meet the Commonwealth of Virginia’s standards:
- Confirming Orders
- PCard Non-Compliance
- SWaM Performance
- eVA Dashboard Certification
VCCS Procurement Scorecard:
1. Confirming Orders for February: 8.12%; Goal is 5% or less
2. PCard Compliance as of January: 35%; Goal is 15% or less
3. SWaM Performance (Fiscal Year to Date 2026): 39.24%; Goal is 42% or more
4. Dashboard as of January: 1 (goal met!)

- PCard Non-Compliance:

PCard Training: Congratulations again on our progress in completing the new annual mandatory procurement PCard training!
PCard Compliance: We did slip this past month with our overall compliance using PCards and went from 26% in December to 35% in January.
In January, our main compliance findings were:
- ‘No Evidence of a Single Quote’ (39% non-compliance)
- ‘Non-SWaM purchase without evidence of SwaM search or justification’ (39% non-compliance)
Please find the Gold, Silver, and Bronze medals below, which are based on a running three-month average of each college’s non-compliance findings ratio.

Nice job on an improvement with our SwaM achievement in January up to *39.24%.
SHOUT OUT to the following 11 subagencies for achieving YTD SWaM performance of 42% or above:
BCC, BRCC, CVCC, ESCC, GCC, JRSCC, LR, PDCCC, VHCC, VWCC, and WCC.
Please note:
- Commonwealth agencies are measured on a Fiscal Year basis (July 1 – June 30).
- Reporting is done with a one-month lag.
- This *number, as well as your respective College SWaM percentage, is reflective of all adjustments and/or subcontractor spend (November, December, and January) entered into the Expenditure Dashboard for the Fiscal Year.
- eVA Dashboard Certification:
Current: 1 = Compliant; Goal: 1
