In March, the Purchasing Process Council approved a process of requesting exemptions for advance payments for multi-year agreements. Most of these agreements relate to technology purchases. By requesting these exemptions through the Department of Accounts Compliance Division and being approved for the exemptions, allows the VCCS to take advantage of receiving considerable discounts from vendors for prepaying multi-year agreements.

After several discussions with the DOA regarding the time and effort involved for approvals, the VCCS will no longer present to the DOA any requests for preapproval unless the dollar amount of the benefit is $1,000 or more per year. Requests submitted that do not meet this threshold for benefit will not be considered. This threshold is being implemented to ensure that those requests that will provide the greatest benefit to the VCCS will be given adequate consideration.
