Welcome to the July 2026 edition of the VCCS Procurement Scorecard.  

Happy New Fiscal Year!   

We are excited to announce that in June we kicked off new regionally aligned SWaM focus groups structured according to each College’s geographical region and designed to help us synergize as one system (VCCS)! Led by our VCCS SWaM Champion, each region will begin meeting in September 2026 to work collaboratively on finding opportunities to help us improve our SWaM performance.   

In addition, we are thrilled to announce that we launched our Procurement Level 2 Delegated Authority Taskforce in June. This temporary, dedicated governance structure will help us with preparations for our Level 2 achievement. 

The results for this month’s edition of our Scorecard are detailed below for the following areas that require our collective efforts to meet the Commonwealth of Virginia’s standards:

  • PCard Non-Compliance 
  • SWaM Performance 
  • eVA Dashboard Certification 

  

VCCS Procurement Scorecard:  

  • Confirming Orders for June: 12.33%; Goal is 5% or less 
  • PCard Compliance as of May: 27.08%; Goal is 15% or less 
  • SWaM Performance (Fiscal Year to Date 2026): 37.48%; Goal is 42% or more  
  • Dashboard as of May: 1 (goal met!)

1) Confirming Orders Non-Compliance:

While we experienced a bit of an increase with our June Confirming Order percentage, we do have a bit of good news. June is historically a difficult month due to fiscal year-end activities and, typically, our most challenging month of the year relative to Confirming Order percentages. This June, however, we had our lowest number of Confirming Orders for June – great work!  

June 2026: 12.33% 

June 2025: 15.87% 

June 2024: 31.29%

We slipped a bit in May with our PCard compliance from 19% in April to 27.08% in May. Our biggest procurement compliance challenges continue to be:  

  1. No Evidence of Single Quote – 39% non-compliant 
  1. Non-SWaM Purchase without Evidence of a SWaM Search or Justification – 33% non-compliant

As you are aware, we faced significant headwinds relative to our SWaM achievement in Fiscal Year 2026. To help us improve, we are launching new quarterly collaboration calls comprised of Colleges by geographic region. Led by our SWaM Champion, these data-driven collaborations will be aimed at helping each other identify and implement opportunities to improve our SWaM performance and create synergy across VCCS.   

Please note: Final Fiscal Year 2026 (FY26) SWaM results will be expected to be available around August 31, 2026. 

SHOUT OUT to the following 10 subagencies for achieving YTD SWaM performance of 42% or above:  

BCC, BRCC, CVCC, JRSCC, LRCC, MGCC, NRCC, PDCCC, VWCC, and WCC. 

Please note: 

  • Commonwealth agencies are measured on a fiscal year basis (July 1 – June 30). 
  • Reporting is done with a one-month lag.  
  • Numbers in the Procurement Dashboard, as well as your respective College SWaM percentage, is reflective of all adjustments and/or subcontractor spend as entered in the Expenditure Dashboard for the Fiscal Year. 

     

4) eVA Dashboard Certification:
