Dear Colleges,
Welcome to the May 2026 edition of the VCCS Procurement Scorecard.
While we are doing a remarkable job driving down our Confirming Order percentage and getting our feet under us to drive down our PCard non-compliances, we have lost a bit of ground on our SWaM achievement this fiscal year. Please look for opportunities to select SWaM vendors whenever possible.
The results for this month’s edition of our Scorecard are detailed below for the following areas that require our collective efforts to meet the Commonwealth of Virginia’s standards:

2. PCard Non-Compliance
3. SWaM Performance
4. eVA Dashboard Certification
VCCS Procurement Scorecard:
1. Confirming Orders for April: 7.98%; Goal is 5% or less
2. PCard Compliance as of February: 30.00%; Goal is 15% or less
3. SWaM Performance (Fiscal Year to Date 2026): 37.87%; Goal is 42% or more
4. Dashboard as of March: 1 (goal met!)

(1) Confirming Orders Non-Compliance:

Congratulations! You have achieved another great Confirming Order percentage with this month landing at 7.98%. The chart below shows the results of your hard work to bring down our Confirming Order percentages. It reflects year-over-year results since beginning our journey to bring down our Confirming Order percentages. The chart shows what we can do together!
Below are the Gold, Silver, and Bronze awards for Colleges who have achieved great results in minimizing use of Confirming Orders over the most recent three-month period (February ’26 – April ’26).

Nice job on reducing PCard non-compliances from 42% in February to 30% in March. Our top two challenge areas of non-compliance remain the same:
1. No evidence of single quote – 38% non-compliant purchases
2. Non-SWaM purchases without justification – 34% non-compliant purchases
Below are Colleges that have earned gold, silver, or bronze medals for the month based on three-month average non-compliance ratios.
A special shout-out to Blue Ridge CC and Southwest CC for achieving zero non-compliances in March!

We continued our downward trend with our SWaM performance in March, dropping to *37.87% and as such we are at risk of not achieving our SWaM goals this fiscal year. The chart below offers a quick visual of our performance this fiscal year:
As the fiscal year draws closer to an end, please look for opportunities to choose SWaM certified vendors – every order matters!
Please note that *this number, as well as your respective College SWaM percentage, is reflective of subcontractor spend and adjustments for March.
